A first-generation American, mother, and longtime Woodburn resident, Noemi Legaspi has spent her career serving students and families. As a mental health clinician and former college and career specialist, she’s worked directly with youth across our community for many years.

Noemi is also a dedicated community volunteer—from mentoring students and coached sports to supporting church ministries and mental health programs. She brings a calm, steady voice to the board and puts kids and families first in every decision she makes.

Noemi Legaspi is a dedicated Mental Health Clinician at Anabel’s House Children and Family Services LLC, where she utilizes her extensive background to support children and families in need. Her professional journey includes significant roles such as a Community Networker and Instructor at Pacific University, as well as a College and Career Specialist and Substitute Teacher with the Woodburn School District. Noemi holds a Master’s degree in Marriage and Family Therapy from George Fox University, alongside a Bachelor’s degree in Psychology and a Bachelor’s in Human Development from the University of California at Davis. She actively engages in her community as a member of the Woodburn School Board and the School District Budget Committee since 2018. Committed to service, she volunteers in schools, coaches youth sports, participates in church ministries, and advocates for programs that enhance student mental health and career readiness.

Priorities for Woodburn Students

  • I ask one question before every vote: Is this best for students? That focus has guided my work to raise academic expectations and ensure all students—regardless of background—can succeed.

    I know firsthand the challenges our students and families face—and the power of education to change lives. I work with kids every day as a mental health clinician and spend the rest of my time trying to make a difference from the top down. 

  • Our students deserve a strong foundation. I’ve championed investments in reading, math, and career training. We’ve made progress, but there’s more to do—and I’m committed to seeing it through.

  • We’ve achieved a major contract agreement without laying off a single staff member. While other districts made cuts, we stood firm in protecting the people who serve our students every day.

  • Whether I agree with the outcome or not, I believe in transparency, listening, and inclusion. That’s why I fought for family involvement and ensured community input was central in our review of School Resource Officers. This led to a well-informed decision to keep them in schools, improving safety for staff and students alike.
